• Assist in developing and periodically updating a suitable shelter approach within the area of responsibility, taking into consideration area-based approaches, age and gender, culture, climate, environmental protection, and the availability of local resources, including materials, capacities, and existing infrastructure
• Participate in comprehensive sectoral needs assessments while liaising with other relevant sectors such as protection, program, community services, WASH, administration, and supply
• Engage with the relevant stakeholders to ensure that the beneficiary selection process prioritizes the shelter needs of the most vulnerable Persons of Concern (POC) are addressed
• Contribute to shelter strategies and periodically review them to reflect evolving situations and ensure alignment with national and global level policies and guidelines including Global Compact on Refugees, Sustainable Development Goals, Relevant Global Strategies and Policies
• Oversee all construction and infrastructure projects within the Area of Responsibility (AoR) ensuring that works are carried out in compliance with established UNHCR and national standards/best practices for the full project cycle
• Review, identify and monitor shelter programs within the AoR and initiate responses to address the gaps in collaboration and coordination with key UNHCR technical staff, operational partners and authorities as required
• When planning shelter solutions, work closely with other relevant sectors such as water and sanitation, infrastructure for reception, education, and health so that implementation is synchronized and coordinated
• Work with established clear guidance and detailed standards for coordinated shelter assessments, specific to the operational context in line with emergency standards and long-term durable shelter solutions
• Monitor and follow up the design and construction of infrastructure and other facilities (schools, health centers, reception centers, drainage, and roadworks etc) to confirm these are approved by the relevant authorities, technically sound, supplemented with accurate drawings, detailed BQs and specifications
• Support implementing partners on sound technical shelter and settlement issues while ensuring compliance with global, national, and operational strategies and guidance
• Work with appropriate internationally accepted shelter standards, best practice and guidelines and disseminate this information among partners within the AoR to meet quality and oversight expectations.

• Contribute to the animation and quality of the multi-actor steering of the project, in connection with the Limbe City Council
• Ensure the implementation of the project, in accordance with contractual clauses, linking on the one hand GESCOD and AFD, and on the other hand, GESCOD and the local partners of the project
• Prepare and implement contracts for work and supplies in the procurement plan, in accordance with AFD's procurement procedures
• Coordinate, in conjunction with the Limbe City Council, the intervention of implementing partners (NGO) mobilized by GESCOD to serve the innovative issues of the project: social engineering and population involvement, alternative sanitation, revitalization of aquatic spaces, geographical information system and risk management, etc
• To ensure the operational follow-up of the project: the regular development and updating of the detailed timeline for the implementation of the project, the drafting of term report to be sent to all the partners concerned, the development of the dashboards for monitoring the quarterly indicators, the summary of which will be presented to the steering committee at the end of each year, the development and use of the usual reporting tools - reports , follow-up dashboards, to allow all partners to have a global view of the activities and to be able to respond, if necessary, to the requests contained in them; Financial monitoring of the project: the development of cash programming based on the detailed and updated timeline for project implementation, to anticipate the calls for funds to be done
• Contribute to the quality assurance of project accountability and the capitalization of activities
• Participate in GESCOD's representation with local partners and Cameroonian national institutions, as well as communication with GESCOD's headquarters in Cameroon and Strasbourg.

• Participate in the identification of construction sites: evaluation of construction sites
• Participate in the elaboration technical specifications relating to the various projects
• Participate in precise, detailed, and exhaustive quantitative specifications of the materials and equipment needed for the projects
• Participate in the development of plans, sections, and other technical drawings of the works
• Supervise the construction of collective and family dwellings, community buildings, as well as site development and drainage / drainage, and any other projects needed to improve the reception of refugees on regrouping sites
• Ensure the technical follow-up and the control of the different phases of the works
• Ensure that the works are carried out in compliance with technical contractual commitments (choice of locations, equipment, tools, equipment, and materials used, dimensions, concrete dosages, and reinforcement for example ...) and within the prescribed time
• Attend the reception and delivery of supplies purchased for its sites, as well as the storage and security of goods
• Propose and put in place monitoring and evaluation tools for effective implementation of activities and control tools to be used on its sites to ensure good management or use of materials and materials
• Regularly monitor the consumption or use of materials, equipment or equipment made available on site
• Transmit weekly activity data and report any problem or technical difficulty to the supervisor
• Ensure compliance with safety procedures and legislation on all sites.

• Comprehensive participative situation analysis needs assessment and project/program design,
• Elaboration of the municipality development plan and its periodical update,
• Elaboration of 20 technical and socio-environmental studies of micro project (modern markets, motor parks, municipal hotel, water supply, roads, and) for resources mobilization,
• Improvement of the accessibility of production basins by creation and/or maintenance of more than 200 km unpaved road,
• Construction of a 20m bridge over the NKAM river and installation of many culverts,
• Construction of 4 markets,
• Construction of many classrooms in public primary and secondary schools,
• Construction of one health center,
• Construction of 10 boreholes,
• Design of a contingency plan of preparedness an emergency response strategy to periodical flash floods.
