Pioneered the Dama M&E Software system that has been adopted by the Cameroon Ministry of Health as the tool for monitoring, evaluation and management of the HIV Free Program for the entire country. The Project is sponsored by the Center for Diseases Control (CDC) Atlanta under the United States President Emergency Plan for Aids Relief (PEPFAR).
Conception and Implemenation of the Dama Finance which is used for Budget Monitoring and Control for the same Project.
Developed a custom application that manages the following among other things:
· Electronic Medical Records: Patient Registration, vital signs, admission, ward management, patient billing etc.
· Stock Management: Procurement, drug store, pharmacy, inventory control
· Accounting: Cash Payments and Accounting information
· Payroll and HR Management
This system has been in production from 2013 to date.
The CBC had a new partnership with Agence Francaise de Development (AFD) who require financial statements and accounting processes following he OHADA regulations. OHADA is a system of corporate law and implementing institutions adopted by seventeen West and Central African nations. The CBC at the time, used the GAAP, which satisfied the requirements of other existing partners. GAAP or Generally Accepted Accounting Principles in full is the accounting standard adopted by the U.S. Securities and Exchange Commission and is the default accounting standard used by companies based in the United States. I was hired as a developer consultant to build an interface on the existing software ACCPAC, which would read the database, process the data and produce statements that are OHADA compliant, hence the ACCPAC/OHADA Interface as we called it. The application was developed to specification and was in production for six years until when the CBC transitioned from GAAP to an OHADA based book keeping and accounting system. The project was supervised by Baker Tilly International Cameroon. The system continues to be used today as a reference for historical data and reporting.
Developed a system for Human Resource and Payroll Management. The app manages amongst other things
· Employee Information: Personal Information, Academic Profile, Family Information, etc.
· Salary placements, advancements, various allowances
· Leave Management (annual, maternity, sick, study, absence, etc.)
· Monthly timesheet, payroll, taxes and internal deductions, declaration of taxes to the state National Social Insurance Fund etc.
· Production of Pay slips, leave decisions, and various other reports for internal use and for the state.
This application continues to be in production in the CBCHS for ten years now and counting
